What the terms mean
Federal Decree-Law No. 33 of 2021 defines basic wage as the wage stated in the employment contract, excluding allowances and benefits in kind. Wage includes basic wage plus relevant cash allowances and benefits in kind. See the published UAE Labour Law (opens in a new tab).
An illustrative package might look like this:

The exact labels and legal treatment depend on the contract and applicable rules. A discretionary bonus should not be treated as guaranteed fixed salary.
Why basic salary matters
For eligible expatriate private-sector workers under the traditional gratuity system, the UAE government states that gratuity is calculated using the last basic salary and excludes allowances such as housing and transport. This means two packages with the same total monthly amount can produce different outcomes.
Questions to ask before signing
- What amount will appear as basic salary?
- Which allowances are fixed and which are conditional?
- Is the bonus guaranteed, target-based or discretionary?
- Does the employer use the traditional gratuity system or an eligible alternative scheme?
- Which components continue during leave?
- Are commissions documented, and when are they earned and paid?
- Does the contract match the signed offer?
Avoid assuming that every payment will count toward gratuity or overtime. Obtain advice for your specific employment category when the distinction is material.
